I posted this and it didn’t appear so just quickly rewriting lol.
The idea is to limit user roles based on each plan.
For example each blog has Contributors and Editors. The feature I’m requesting would allow you to specify how many of each user role is allowed per subsite on a plan basis.
When 2.0 is released, we could then extend the feature to add a single user for a price, with that price dependant on user role e.g. Editor = $0.50, Contributor = $0.05.
For now, the idea is more simple:
Plan A: 5 Editors, 100 Contributors
Plan B: 10 Editors, 500 Contributors
And so on.

I suggested charging based on users and the request was added to the roadmap a while back. The reasoning was to allow of a pricing model similar to services like Slack#. Per seat billing and per site billing is something already in the 2.0 roadmap. It does exactly what you described. We are also going to add more granular limitation support, like the limit users per role suggestion you gave.
As for additional users, you’d also be able to offer an add-on package to allow clients to purchase additional user seats. The idea here is to allow super admins to create additional packages of functionality that clients would optionally subscribe to (or pay a one-time fee for).
Add-on packages would cover site, CPT packages, services (like SEO consulting, for example), Plugin and Theme bundles, etc. The idea is to make it as flexible as possible.
